I think it depends on the visiting purpose of each service provider. the apartment will unlikely rent out as short term due to the strata and risks on property owner. It means the shop agent/owner will undertaking the lease on apartment then sublease back to service providers. Rent is expensive nowadays. all expenses will transfer back to end users.
