actually spa maybe a safer route. Can't speak for every city, Toronto they sent by-law officers to check the license and make sure the spa adheres to the laws and regulations. The by-laws cannot ticket you. they can only issue fines to the girls and the spa.
one time a by-law stormed into my session. both the girl and i were naked. I didn't get a ticket but the girl did. Those by-law officers must be lucky to get to see a free show lol

That's not exactly true.
I've actually been inside a spa while it got busted by cops (actual cops, not by-law officers).
They marked down my ID and asked what I was doing there. I nervously mumbled something about just getting a massage. Nothing ever happened to me after, but I was freaked out for a long time.
I think they weren't really going after johns. But they take down your info anyways in case they ever need witnesses or something, and if you don't cooperate, they might give you trouble like going to your home or workplace and tell your wife or boss that they need to have a chat with you about a prostitution-related matter.
