In Japan it's common to go 'no skin' (but not to foreigners).  There are guides that indicate which girls from a shop would do NS at the soaplands

It is hearsay, but the Japanese providers (in Japan) I've talked to genuinely think that because they are Japanese they are immune to STIs.  They won't get tested unless they have physical symptoms, that's why it's common and accepted, but no less risky.

说一下我对日本风俗业有一些了解。事实上日本的mm在日本本土的确存在大量提供无套服务的潜规则，但是是因人而异的，之所以这样是因为日本本土的STD数量低的惊人，而且日本的风俗店都会提供及其细致和高频的体检服务。近期有不少日本mm来到加拿大赚外快，把这种风气也带来了。
另外还有一点就是在日本也有不少韩国mm，这些mm的特色就是无套。有不少在日的韩国店打出“全员无套”来吸引客人，在日本风俗界打出了名声。而真实的情况是，这些mm全部都长时间服用hiv的阻断药，各种hpv疫苗什么的也少不了，因此她们敢这么干。
但是在多伦多显然不可能像日本管理的这么好，而且人种复杂，这种地方还敢无套 我只能说心真大。我自己是不会去任何有无套服务的店的。

That's what I assume, its a culture thing.  It's ingrained into their and made to feel "normal".

Bbfs is risky. If you can control yourself, you won't get into this in the first place. Everyone know loyalty to your relationship is critical. But you can't control so you fall into using prostitutions and even bbfs.

Makes sense.

In the past when Jap MMs were common like 10-15 yrs ago, they also do the same if they like you. They don't even ask if you want a condom.

The problem though, is that many STD carriers here in North America are asymptomatic  (no visible symptoms) so the risk is much higher than in Jap.

A good example is Thailand, last time I read about the scene there is that 1 in 4 MMs there carry something or had STDs and "recovered" ...

Scary indeed.
