So checking around other cities in North America (e.g. Vancouver, New York, Vegas etc) it seems like this is getting to be the norm for open advertising, at least almost always with Japanese and Korean and then Chinese. At least for asian didn't check for non-asian scenes.
Very eager and tempting to try, but never has the gut to try... not only worry on your own health, but also your family too..
That's the incentive not to try.

Those owners read the messages too. Once figure out it drives clients away they adapt.
Unfortunately the adaptation is usually just to stop openly advertising it, but usually continue to allow offering it because it brings in the $$$. Which sucks for us who want to stay safe because the same client can go see one of these shop girls and then also go see the girls that doesn't offer it and put us at risk.
This hobby like any other activities in life comes with risks. When you play "safe" you are just playing with odds, not getting anything is not guaranteed, just reduced.
Just play to your limits and don't think too much about it. There is a saying along the lines of: do not go into the kitchen of your favorite restaurant, just enjoy the meal.
