Here are the different bewteen snow tires and 4season tires.

Snow tires have a tread compound that gets harder as the weather gets colder, allowing them to drive over heavy snow, slush, and ice easier than all-season tires. The rubber compounds found on snow tires specifically prevent them from freezing, giving them a better grip on the ground in even the slipperiest conditions.

I wish I can immigrate to a place where I wouldn't need to worry about snow tires at all. Tire swap twice  a year is just unnecessary overhead to what is already busy life

All-weather (not all-seasons) should be enough even in those winter storms.

All-seasons are intended for use only in warm, dry, and mild wet conditions above 7°C.

Beside snow tire and all-season tire, there is another category call all-weather tire. Tires in this group are qualified to meet the snow tire requirement and are also designed to adapt to summer driving. Their performance are actually between pure snow tires and summer tire. If you don't drive in rural areas where often have snow piled up and icy road, these tires would be an optimal option.
