That's too idealistic. Maybe in an ideal world that would work, but in our world, that would just make things worst. There's always a limit in how far you can push things.
Do u think they'll obey and switch to real pics if the forum implemented such a rule?
The vast majority would rebel.
In fact, most shops have already rebelled by simply not posting their pics on their ads on this forum, and instead just using their 747 ads merely as links to their own websites / wechats where they are free to post any fake stuff they want.
Independents are generally less tech-savvy and don't have their own websites, which is why most of them grudgingly accept the rule (that their ads need to have disclaimers if "reference" photos are used). But if we don't allow them to use "reference" photos at all, then we're just forcing them to find other tricks and methods to beat the system.
Rules are pretty much like laws. Being too strict usually backfires with unintended consequences and worst results.
At least right now, most of us know "reference" pics means fake pics, and we can make our decisions based on this knowledge. Its not a perfect system, but its probably the best that can be done.
