I think every multiple of 10 is one level.
So newbie accounts can only read the posts with nothing required (0).
Posts that require 10 means you need to at least level up one rank (on the second rank).
Posts that require 20 means you need to be third rank, 30 need fourth rank, and so on.
Based on my observation, reviews that are incomplete are usually set at 20 until the reviewer fills in missing information like age or whatnot.
Reviews that the mod thinks is suspicious or possibly fake are set at 30 and senior wolves vote on whether the review should be accepted or not.
