the idea is that organized crime is behind those platforms/agencies, so if a sex worker were to willingly advertise oneself as an individual then it's alright.
of course in the real world not all sex workers are tech savvy enough or sometimes even possess the language proficiency to work independently. which means once again they are deprived of a reliable channel to screen and negotiate with clients, as well as the protection that is available in working at an agency.
