Yeah.. MERB is definitely your friend.
Having said that, that board is not anything close to what it used to be. I go there and find absolutely nothing useful these days. I almost never find a review for the girl i am interested in seeing so I ended up just rolling the dice the old fashion way.
As for reliable agencies for the OP, I am not going to provide numbers. You need to do at least a bit of work!

The above two are sister agencies. Adrielle@Montrealxxxtase and Janny@Delight are absolutely sweet hearts... hot as you would expect when you go hobbying in Montreal. The hayday of strip clubbing in Montreal is long gone in my opinion. Back in the 90's, the girls were all model like.. 5'8", hot, beautiful white girls you would see on TV. Now? Skanky ripoff artists. Adrielle and Janny both remind me of the hot, tall, model like girls back then. Particularly Adrielle... gorgeous red head, light freckles, pale skin.. gorgeously slim body will 19 year old firm B-cup breasts. Sorry, she was actually 20. 
Montrealsexcity.com has a HOT girl - Samantha. I saw her last year when she first started. 18 year old. Couldn't speak any English. Very inexperience and particularly no service whatsoever.... but I wanted to repeat on the same night with her! Gorgeous teenager look with a VERY pretty face. I still look her up every time I go to Montreal to see if she is working.
The old days:
Eleganza - used to be my go-to agency. Every time I went to Montreal, I checked them out first and had numerous nights with these 18/19 year old French girls. The owner has probably lost a touch in his recruitment skills as the girls he now has are 2nd tier at best.
Devilish - same deal. Used to see their girls a lot. I think their current roster is still much better than what Eleganza has.
Asservissante - LOTS of girls working. I used them a couple of time back in the days and had no complains.
I could ramble on for pages and pages... but still to the two agencies I mentioned up top and you should do well. The key is to tell the keeper what you are looking for. Some VERY popular girls turned out to be a "meh" for me, because I don't like the PSE style other guys love them for. The turn over rate is rather high over there, especially if you are interested in the very young category. They are not like the kimchis here who came over with nothing but work in mind. These young girls may need money to celebrate a friend's birthday and then decide to work a shift. Catch them if you can, and you shall be rewarded!
