If we remove 9 and 10, then it becomes a scale out of 8 instead of 10. Then 8/8 is the same thing as 10/10.
The thing to understand is that 10/10 is the absolute highest possible score. In the hypothetical scenario where you can meet every single female human being on this planet and pick out the one which you think is the best looking out of approximately 3.5 billion other females, then she deserves a 10/10 from you. Otherwise 10 should never be given because its just an abstract represenation of perfection to compare against.
As for 9, it should be given extremely rarely. If someone is constantly giving out 9s, then they are using the point system wrong.
If we use sports as an analogy.
10 = the top 1 or 2 best players in the world in any given sport (Michael Jorden, Kobe Bryant (RIP), C Ronaldo, Messi, etc)
9 = top division talent, someone good enough to be in the major leagues
8 = good enough to make it to the college level or minor leagues
7 = a top athlete at the amateur level, for example a highschool team captain
6 = someone that you would be considered a "good" player if you saw them playing at a community centre or on the street
5 = an average player that just plays with his friends as a hobby on his spare time
4 = someone who plays a sport but isn't very good at it
3 = someone who plays a sport but downright sucks at it
2 = someone who can't even play the sport properly
