Not true.  
Bought tour here in TO only plane ticket CAD.  As a matter of fact, tour members from TO, other CA, US, Panama, Malaysia.  Donation to TO eventually and then paid out to airlines.  Tour payment ZERO (more on that), Single supplement (50 USD per night) and that was it.
But in order to carry my load on the tour companies (2 tours), I bought 10K USD which I paid in full to AE already.  By the way, my misunderstanding of foreign currency fee 2.7% costed me 200 USD, which I call AE to waive the highest amount entry to lessen my PAIN.  If anyone does not charge the fee, it SHOULD BE AE.  But my other master card has NO fee.  NO MORE AE in CHINA for me.
So my tour actually costed me 5K each with some silk blankets and tea in return.
