The more 积分 you accumulated, the higher your rank is.
The higher 阅读权限 number indicated, the higher a member's rank needs to be in order to view that post.
Most posts to not have 阅读权限 everybody could read them, however there are some exceptions.
Some reasons we may set 阅读权限 include (but not limited to),
1) to reward senior members, and/or those who have made contribution to our forum, by allowing them privileged access to certain insider info; likewize
2) information which is controversial or suspect (meaning even we as admin are not sure if its true or not), so we would only allow senior members whom we assume have superior experience and better judgement than the average wolf to view
3) votes or certain important debates which we want to prevent "cheating" (by parties who may open multiple accounts in order to create the impression that their views are supported by majority), so we restrict access from newbie accounts
