go to the shops that specializes in foreigners. There are few diamonds in them...some work in these shop so they wouldn't be recognized in their community. In Tokyo, I usually go "paradise tokyo" https://paradise-tokyo.net/ and "hentai tokyo" https://hentaitokyo.com/; of course fees are bit higher but most girls are jap; some are really pretty.
Back then (pre-covid), paradise had in-call locations and you can go in and look at the girls (pageant style); nowadays all outcall.
I would like to add; you can try walking around Okubo Park area in Shinjuku. There's a lot of young street girls. I have never tried but since it's freelancer its more up to the girl (YMMW) to decide if they are fine with foreigners. Cost is cheaper than soap-land/agencies; around $160-200.
