Here's my take: If an agency uses fake photos, or if they do a "bait and switch", then as a customer I don't feel that I need to carry through with the transaction; I should have a right to change my mind or leave, if I want to. No need to feel embarrassed, they are the one who should be embarrassed!
If they are dishonest, then I don't really want to stay and send a message that what they did is OK. Supporting that kind of behaviour, in the long run, is just bad for everyone in the industry.
If more people were to take that stance, then it would force the 'bad apples' to change their behaviour.
