If Central Planning is to be believed, then may be the fact that a new CITY to be erected next to Beijing should have an impact on those problems.

Witness the new CITY that is being planned with first the infrastructure to be built first, subways inside and high speed connected to Beijing to be constructed first, while the CITY planning is being done, in terms of protecting the environment (DT are you there, idiot, no TRUMP TOWER for you to make more money and not being paid out in taxes, but to your kids, just like Fred your old man), moving of other non essential industry from Beijing to THE CITY.

In so doing, people may cut down on their commute time and pay less for a decent housing unit.
Yes , it takes time and speculation will be controlled not to make millionaires out of people with connections.  Every one hopefully will have a better quality of life.

As a matter of fact, Beijing CITY government is already moved out of central Beijing to the suburbs of TunZhou, 4 major areas (Party , City, People Congress and Administration bureaus) moved already, and later will move a total of 400k to 500k Beijing population out too.
Result, less congestion in Central Beijing and better house prices in the suburbs.
Think of people working in TO commuting to downtown just because some bank towers are there.  And if Banks are moving out of downtown TO, how many hours of commuting for someone living north of TO saved.
