My understanding from the garage ad's indicated the time within Infamous Markham Condo is over.
Too much hassle for every one.

Why would the building management want to go through all these hassle?
Just implement a card access within the elevator and need security to card in the elevator to go up to the right floor will do.   No one even building residents can go to ANOTHER floor in the same building with his/her card.  I.e.  10th floor resident can only go up to 10th floor.
Totally secured with no worry of outsider not badged in by security.

Also, OP did not specify that his situation occurred at THAT condo. It only became revealed in subsequent reply/conversation.
