This kind of street looters that Brazil not alone. It happens commonly in most South American cities. As well as "some" European cities, African and India too.

You don't believe it the most safe cities are Hong Kong, Singapore, Japan. Taiwan etc. Philippine are the worst in East Asia Cities.
