It was 30+ years ago .... on business trip
Sun set Blvd.... hehe

At early night 8 ~ 9 pm. [no scene on street after 9]
Car ran slowly with door locked ... window (passenger side) half down for clearer vision.
Saw target. Car stopped. Then ..... 勾魂鬼指 towards "her"

I think as long as there's no "transaction" of dough, they can't charge you. Don't take my word though. Check the law/legal session. Although it does sound like a cop fishing on the street in your case.
or tell her u wanna do it in the car, tell her to go to the back, once she opens she passenger door, drive away fast, u have 2 seconds to respond before she opens the backdoor, she would believe u if u drive to a discreet parking lot
