Over 10k need to declare, and with a valid reasons. They may let you pass, but that is not always.

Now, if undeclared, they don't search you or find out, then no problem.
But if they search you and find more than 10K then they can confiscate your money and deny you entry.

Same with perm residents.  You are as PERMANENT as the agent allows you.
Same with US Border agents,  find out that you were not a resident for a few years (no more than 6 months away legally) then assume that you have NO intention to stay as resident and reject your entry into USA too.  With child porn, even if they let you in, you would be better off stay out.
