1. Country cannot select the people it already has, yes.
2. But it can accept only the ones that it does want, ie. immigration policy, like White Australia and Canada before.
3. Country can mold the citizen into the shape or culture it would like by enforcing (not just passing) laws to make them obedient. Of course, it has to be reasonable and wize. China is trying to tell the citizens, especially the ones from rural area to be civilized. Like telling them to move a little forward while they pee to stop the dirty urine all over the urinal. No spitting (saw a young college grad like person in front of me at the airport security check in spitted on floor and then stepped on it like cigarette butt. Told him he was not civilized, but no response). Smoking in restaurant with no smoking sign which was enacted back in 2015 June 1, in Beijing. Law is there, but not enforced.

The word "Immigrants" are 1st noted after WW2. Before that it's transfer of labors or colonist.
In Americas as well as Australia/NZ are new continents. 99% current living people are aboriginal.
In Europe, due to decline of births, hiring of "new" labors are main purpose to maintain economic growth. Economic growth would provide stability or prosperity to the "living" place/home.
In short term these "immigrants" not provide "loyal" to the new countries. It would take hundred of years (or 4+ generation) to establish "loyalties".

This is social problem. In Canada, when you do hiking on country trial (which has no washroom) what would you do when needed (to pee).
People ignore the law & keep smoke inside the restaurants/subway cars doesn't mean (s)he is not loyal to their countries.

China did that and continues to do so.
Looking at the high speed train direction is just incredible. Really want to ride the highspeed and subway in China. Hard to do so with those tour groups when they want you to shop and sightsee.
We definitely need better subway in TO, and Double decker over DVP from 401 to Bloor to ease the congestion. Also the ramp to 401 should be double decked too to get to 401 westbound. No one is looking at that to solve the issue and cannot stand the cars trying to cut into the lane until the last minute. What the hell are the cops doing, nothing. Where is the law and order?
TO had enough stories about bureaucrats making tons of money because no politicians monitor their administration staff, especially those dealing with eHealth with big budgets and nothing to show. That is a waste of money due to mismanagement.
