I think they were going thru the motion but not the real act, because:
1. Due to floatation which is resistance, it is really not easy to penetrate.
2. Sea water dilutes the natural lubricant, making it more difficult, again to penetrate.
3. Not every male can rise to the occasion in public, abeit half submerged in water.
Anyway, I have never tried. The above comments are based on speculation.
Brazilians speak Portuguese, any brother who can translate what the other beach goers were saying?
