China method of lifting people from poverty, how about Canada?

Watch a show on TVO, about Northern native area and small northern town.

They have a hard time to recruit medical staff and no specialist.  Face alcohol and drug abuse.
Granted there are some from there in TO also engage in those abuse.

Is it cheaper to MOVE them to an area which is more amicable to live instead of the harsh climate and isolation ?  Just like China which keeps on doing the move.  Only difference is the climate which is not so harsh most of them in China.

All the northern people will be better off with good leadership to educate them, house them and provide medical service in a economy of scale in the Southern part of Canada.

One major advantage in China is that they are directed to go into Travel Leisure industry instead of farming for food to sell.  Food home made there is a lot of attractive and of higher monetary value.

Witness good old days, HK had Travel as the NO SMOKE industry.
