how to draw data from oracle?

I need to draw data from oracle. seems sql (pl-sql) pass through facility is gonna work. maybe some kind of build-in app with GUI? will work too...
any other ways ?

Simple Select from  statements on general SQL or SAS or Access /SQL  Only.
Then massage the extract result.
Long time no play,  sorry.
