Why is it that flooding does not normally cause problems in N. America. Most of the time it is Hurricane and Forest Fire as well as Tornado.
Is it caused by the river or sewage system not well dispersed for higher water level? That is government responsibility.
Even Toronto is encouraging Gutter not connected to storm sewage and surface dispersement on grass instead. So the overflow of sewage will not go directly to the lake bypassing water treatment plants.
