I joined a bus tour in Europe that includes Germany.  Tour guide was saying that the reason for German advantage in advancing Camera, Optics, Car industry is because all the Military scientists were only allowed to work on peaceful industries after WW II.  Also their apprentice programs were also first rate, not everyone is interested in College Education, but technical education too.
