Drivers cannot really use those displays.

Saw the display on Beijing TV highway conditions.
Their display on lower than 60 Km highways has on the side shows clear Color (red, green lines) of the road condition ahead. So one can detour if needed.
Why can some effort were put into to have COLORFUL signs and road conditions in front.
So drivers can move to different lane or exit before to avoid the bottleneck accordingly.
True if you have a data plan to use Google map with traffic or Waze can do so with ease.
Unfortunately for us without data plan, that is NOT available to us.
