Since 9/11 , US banking instituted rule (Patriot Act) Know thy customer.  No account opening unless true ID provided to open an account.

China is ONE step further in a way.
By end of year , all (100%)  mobile phone is supposed to be TRUE person with TRUE ID to get a number.
I found it interesting when opened one mobile number in Beijing airport and had to show them the passport and took 10 minutes to get the SIM and Phone number.   Apparently if I ever got a negative balance on the phone number balance, I will lose the number and FOREVER banned from having a mobile number again (something to that effect).

Recently the securities (Safety not Financial) departments will start cleaning up the Fraud cases of certain 7 towns famous for their Communication cheating events.  Will this TRUE phone number policy implemented 100% by year end, any phone numbers in China used for fraud could easily traced back to the person and arrested.   Unlike here I have burner SIM,  virtual number from Web site etc, where no one knows who I am.  But here my bank accounts are supposed tied to TRUE person, not the phone number.
