Dr Siu, you are very correct that it is much easier for small groups to reach consensus than a large group. This applies whether we are selecting a leader/representative, or fighting against an enemy.
Lots of people lament that we Chinese 不團結. That is not true. Relative to our large population, we are already very 團結 throughout history.
However, I do not agree with your overly simplistic stereotype of Asian versus Western values. I don't agree that "中國父親 hardly 认错 to his son. 西方父親认错 with ease". Nor do I agree with this rationale for why Germany should apologize while Japan should not.

we Chinese 不團結 ~~~~ If 漢人團結, 蒙,金,日人 don't have a chance in last 1,000 years. 漢人 even put "bin" as hairstyle. (Based on 團結 is 力量.) 漢人 being beaten once over once.
In 1600~1900 European Countries working side-by-side colonial all over the world. They are partners with equal strength. They say "sorry" or "compensate" to each other when someone have wrong doing. This "sorry" posed for future benefits (or purpose). But they won't say "sorry" to Asians and Africans or slaves for example. This period Japan looked themselves as "white".
