The difficulty with that is that the "review" section will require constant moderation to make sure only reviews are being posted.
I'm not sure what the structure is here on this board. Are you a moderator? Is Ben the only moderator? Most popular message forums on the Internet have multiple moderators for each sub-forum.
If this "mm fan club" section is only read by a handful of people, they may start posting discussion topics back in the "review" section eventually.

I don't think there is a fool proof silver bullet solution. Ben is the primary mod and has a pt helper. Moderating will be always required with pros and cons for each suggestion.
Every option has an impact on user culture/experience/stickiness, content freshness, costs in technical development and mod effort/management time.
I suspect the only realistic option is status quo=Ben just does the best he can given the resource constraints? Unless it becomes real painful issue ?:Lol
Members who post either unintentional or intentionally on the wrong section can be report by any member (举报button) and reply on the comment so the member know about their wrong doing. Ben can look on those instead of monitoring every comment. This will depend on the willingness of the members here but I'm pretty sure we can make it happen. Casual talk of mm can be discussed in the other section and people who wants suggestions as well.
There is pros and cons in this management, it makes it easier to navigate but it will cut the fun of mixing review/random joke/poetry (mister theone) together for the existing members. I think thanking the 1st member for experiencing a new mm should be allow since he makes the effort but it will be appreciable the thanking member contribute his own review later on.
I hope the Montreal gets more members... it's so sad we have nothing but outdated mm...
